Abena Asantewaa Osei

 Abena Asantewaa Osei is a passionate advocate and seasoned leader in the fields of special education, autism services, and disability rights. With over two decades of experience spanning legal, policy, and administrative roles, she brings a unique blend of expertise in special education law, program development, and advocacy to the board.

As the Special Education Director, Out-of-District Placements for the School District of Philadelphia, Abena oversees the education and services for over 1,000 students placed in specialized programs. She leads a team of professionals ensuring compliance with IDEA and other federal and state regulations, while championing initiatives that enhance educational access, inclusion, and individualized support for students with disabilities.

Her legal background further strengthens her ability to navigate the complexities of disability law and policy. Previously, she served as an Assistant General Counsel for the School District of Philadelphia and as a special education advocate at the Education Law Center, where she advised on disability rights, negotiated settlements, and supported families in securing appropriate educational services. She has also played a key role in large-scale initiatives such as Extended School Year (ESY), Secondary Transition services, and early intervention programs.

Abena is deeply committed to ensuring that individuals with autism receive the resources, accommodations, and opportunities necessary to thrive. She believes in evidence-based interventions, collaborative policymaking, and community engagement to create inclusive educational and vocational pathways for individuals with autism.

She holds a Juris Doctor from Rutgers University and a Bachelor’s degree in Elementary and Special Education from La Salle University. Additionally, she maintains certifications in K-12 Special Education, K-6 Elementary Education, and an Administrative Certificate for Principal PK-12.

As a board member, Abena is honored to contribute her expertise to advancing policies and programs that empower individuals with autism and their families, ensuring meaningful inclusion, accessibility, and lifelong success.
